The National Act, 34 of 2005 makes provision for a new industry of debt counsellors. Thusong Debt Counsellors CC, situated in Midrand, started operating in July 2007 and run by the National Credit Regulator (NCR) accredited debt counsellors. Consultations are about determining whether there is over indebtedness or reckless lending. Where over indebted is declared the client is placed on a Debt Review programme which entails debt rescheduling and appropriation to the creditors post living expenses. A client is pronounced cleared after repayment of all debt at the completion of the programme by the issue of a Clearance Certificate. |
